The Challenge 

A Fortune 500 energy utility serving millions of customers across 15 states needed to modernize its Service Information Management System, mission-critical web and mobile applications used by field technicians and administrators across its operations footprint. The applications were built on .NET Framework 4.8, approaching end-of-life, locked to Windows servers, and blocking migration to the client’s target OpenShift container platform. A Windows-only encryption dependency, hardcoded secrets, near-zero test coverage, and high technical debt compounded the risk. The client’s internal estimate projected 8 months for a traditional manual modernization. 

The Solution 

Oteemo executed an AI-accelerated modernization of both applications in just 2 months using a four-phase delivery model: AI-powered code analysis and planning, stakeholder alignment with client SMEs and development teams, iterative execution with weekly governance checkpoints, and white-glove knowledge transfer. 

The engagement modernized both applications from .NET 4.8 to .NET 8, containerized the web app on UBI9 for OpenShift deployment on AWS, replaced the Windows-only encryption blocker with a custom cross-platform library, implemented repository patterns and separation of concerns, built comprehensive test suites (xUnit/FSCheck), and added structured logging, health endpoints, and vault-based secrets management.
